For years, we, at the Bureau of Labor Relations (BLR) continuously recognize that employers and workers are not irreconciliable antagonists, but cooperators in a common endeavour. Ours is a shared community of activities and of interests wherein employers and workers share the same table to reach a common end.
Throughout the years, the Bureau witnessed the evolution of the right to self-organization from being once a part of a general provision to becoming a specifically protected right. Our goal is to familiarize the public of our services, policies and programs through a simple and easy manner as clicking of the mouse. In this site you will find the divisions that composed the Bureau, our existing programs, processes, policies on self-organization and unionism and other services that we could provide you.
Rest assure that we will continue to formulate new policies and programs that would not simply adapt to the changes of time but would secure the protection and enforcement of our worker's right to join, assist and form organizations.

HISTORY
The BUREAU OF LABOR RELATIONS was established on January 16, 1957 pursuant ot Executive Order No. 213 and the Organization Plan 20-A. It took over the Conciliation Service and the Registrar of Labor Organizations created under R.A. 875 and served as a planning, policy making, consultative and advisory body in the promotion and maintenance of industrial peace.
To date the Bureau continues its mandate to develop policies, programs, projects, operation guidelines and standards relative to labor-management relations.
The Bureau also provides advisory to the Office of the Secretary and the Regional Offices on administration and enforcement of laws pertaining to labor-management relations including worker’s organization, registration, and development and resolution of appealed intra and inter-union disputes.
