The Church Labor Conference (CLC), a non-government organization under the Archdiocese of Manila, partners with the Department of Labor and Employment (DOLE) in advocating for the effective implementation of labor laws and regulations.

In a Technical Working Group meeting held on 04 February 2015 at the Bureau of Labor Relations (BLR) Workers’ Resource Center, the DOLE, represented by BLR Director Benjo Santos M. Benavidez, and CLC representatives started crafting a Memorandum of Agreement on the implementation of labor laws and regulations.

“The partnership between DOLE and CLC is not new,” Dir. Benavidez said. “A MOA between the National Conciliation and Mediation Board was promulgated in 2006. Now, there will be two Memoranda. The first is with CLC as a whole and the second would focus on conciliation-mediation.”

The partnership with CLC is a first step to partner with other sectors to ensure the effective implementation of labor laws. It utilizes social dialogue as a mechanism for active representation and participation of stakeholders.
