This year’s BLR Technical Supervision Program (TSP) kicked off in Mindanao on August 6-7, 2015 at the Marco Polo Hotel in Davao City. The activity was conducted to capacitate program implementers on labor-management relations programs and policies and to monitor and evaluate the implementation of BLR programs.
The capacity building program gathered together nearly thirty-five (35) Labor Relations (LR) focal persons from the DOLE Regional/Provincial/Field Offices in Mindanao. Resource persons from the BLR and National Conciliation and Mediation Board (NCMB) discussed the various aspects of LR programs and policies.
OIC-Asst. Regional Director Jason P. Balais of DOLE-Regional Office 11 welcomed the participants and thanked BLR for re-tooling LR focal persons on important developments in labor-management relations.
Dir. Benjo Santos M. Benavidez of the BLR spoke about the principles of Freedom of Association (FOA), Collective Bargaining (CB), and updates on labor relations laws and regulations such as the proposed amendments to Department Order No. 40.
Ms. Glorializa V. delos Santos discussed the functions of the Regional Tripartite Monitoring Body (RTMB), drafting of Voluntary Code of Good Practice (VCGP), and developing Labor and Employment Education Services (LEES) materials.
Mr. Jerome P. Yanson and Mr. Ramoncito A. Roma gave a presentation on drafting Resolution and Position Paper.
OIC-Dir. Ma. Theresa M. Francisco of the NCMB-Regional Branch 11 talked about Conflict Management, Conciliation-Mediation Techniques, and the functions of Regional Inter-Agency Coordinating and Monitoring Committee (RICMC).
Participants commended the BLR for organizing the activity as it augmented their knowledge and skills for the efficient and effective implementation of labor relations programs and policies. The next capacity building initiatives for 2015 are scheduled on September 14-15 for Visayas cluster, and September 24-25 and October 1-2 for Luzon cluster.
