Secretary Rosalinda Dimapilis-Baldoz presided over her last meeting with the Tripartite Industrial Peace Council (TIPC) on 29 June 2016 at the Ichikawa Hall, Occupational Safety and Health Center (OSHC) in Diliman, Quezon City.

DOLE senior officials and heads of services, bureaus and attached agencies and some members of the TIPC-Tripartite Executive Committee (TEC) joined Sec. Baldoz in the meeting as she capped her more than 40 years in public service.

Sec. Baldoz joined the DOLE as mediator-arbiter in 1976 and later became a Labor Arbiter at the National Labor Relations Commission. She led the National Conciliation and Mediation Board in 1997 until she was named Undersecretary for Labor Relations and Management in 1998. In 2001, she was appointed as Administrator of the Philippine Overseas Employment Administration.

The meeting featured the presentation of the draft proposed Labor and Employment Plan (LEP) 2017-2022 and proposed Implementing Rules and Regulations of Republic Act No. 10757 or An Act Reducing the Retirement of Age of Surface Mine Workers from Sixty (60) to Fifty (50) Years, Amending for the Purpose Article 302 of the Presidential Decree No. 442, as Amended, otherwise known as the “Labor Code of the Philippines”. The Council also discussed the Resolutions calling for the institutionalization of the involvement of labor representatives in the negotiation of bilateral agreements and inclusion of public sector concerns and cases/complaints within the ambit of the NTIPC and monitoring body and RTMBS as well as the report on the tripartite validating team for certain cases.

After the discussion of the agenda, TIPC and TEC members paid tribute to Sec. Baldoz by recounting her indelible legacy as a public servant. They expressed gratitude for her vision, contributions, proactive leadership, work ethic, commitment and hard work in promoting industrial peace and protecting the rights and welfare of workers and employers.

Usec. Rebecca C. Chato and BLR Director Benjo Santos M. Benavidez presented a token of appreciation to Sec. Baldoz in honor of her achievements and leadership as DOLE Secretary and TIPC Chair.

“Maraming salamat sa inyong lahat sa ating pagsasama-sama sa loob ng anim na taon. Napakalaking bagay ang ating tuloy-tuloy na konsultasyon dahil ang lahat ng desisyon sa DOLE ay para sa inyo. Ang matatag na tripartism at social dialogue ang naging susi sa pagkakaroon ng mga patakaran at programa na nagbabalanse ng interes at tumutugon sa pangangailangan ng employer at manggagawa,” Sec. Baldoz said in her message.
