As part of the DOLE Technical Working Group (TWG) on addressing contractualization, Director Benjo Santos M. Benavidez served as resource person during the area-wide Capability Building in Determining Labor-Only Contracting.
The activity aimed at capacitating DOLE Regional and Field Office personnel on labor laws and related issuances on contracting/subcontracting arrangements. It intended to enhance assessment skills and techniques of Labor Law Compliance Officers (LLCOs) in determining and detecting the prohibited acts in contracting/subcontracting arrangements and labor-only contracting. The activity sought to accurately document contractors’ profiles and assessment results in the Labor Law Compliance System-Management Information System (LLCS-MIS). It meant to develop national and regional action plans to ensure effective implementation and enforcement of worker’s right to security of tenure.
Director Benavidez discussed Department Order No. 162, Series of 2016 and Labor Advisory No. 10, Series of 2016.
DOLE senior officials, members of the TWG and DOLE personnel composed of DOLE Regional Directors, Technical Support Services Division (TSSD) Chiefs, LLCOs, National Conciliation Mediation Board (NCMB) and Regional Conciliation Mediation Board (RCMB) Directors, Mediator-Arbiters and Executive Labor Arbiters of Regional Arbitration Branches attended the activity held on 09-10 August 2016 at the Occupational Safety and Health Center (OSHC) in Quezon City for the Luzon leg; 15-16 August 2016 at the Harold Hotels in Cebu City for the Visayas leg; and 11-12 August 2016 at the Royal Mandaya Hotel in Davao City for the Mindanao leg.
The activity is part of the DOLE’s strategy to end illegal form of contractualization and short-term employment arrangements in line with President Rodrigo R. Duterte’s directive to ensure protection of the rights and promotion of the welfare of Filipino workers especially the contractuals.
