In line with its mandate to monitor and evaluate the implementation of labor relations programs and policies, the Bureau of Labor Relations (BLR) conducted an Immersion and Audit Program for Labor Relations (LR) Focal Persons of DOLE Regional Office No. IV-A on 29-31 March 2017 at the BLR Office in Intramuros, Manila.

Five (5) LR focal persons from DOLE Regional Office No. IV-A participated in the activity, namely: Paula Angelica Cruz, Daisy Ramos, Ann Jelyn Fajardo, Rechelle Eve Peregrino and Gear Arellano.

The activity aimed to build the capacity of LR focal persons in the implementation of various labor-management relations programs and policies. It specifically meant to enhance the performance, competencies and skills of newly hired and/or newly designated LR focal persons in the Regional/Provincial/Field Offices. It also aimed to establish coordination and mutual support between Regional TSSD personnel and BLR personnel for the implementation of the Bureau’s programs.

The immersion program consists of lecture-orientation and hands-on training on LR programs and policies.

Mr. Jerome P. Yanson, Chief of Program Management and Technical Support Services Division, presented the mandates and accomplishments of the BLR and the process of monitoring and evaluating the implementation of BLR programs as per Quality Management System (QMS). He also shared the significance of integrating productivity concepts and principles in labor-management relations.

Ms. Marivic T. Villa, Chief of Union Registration and Workers’ Empowerment Division, spoke about the Workers’ Organization Development Program (WODP) while Ms. Myra Flor M. Ampong lectured on the registration process for unions, workers associations and collective bargaining agreements.

Ms. Joycelyn Amazona-Lacopia discussed tripartism and social dialogue, specifically the functions of the National Industrial Tripartite Peace Council (NTIPC), Regional Tripartite Industrial Peace Councils (RTIPCs) and Industry Tripartite Councils (ITCs). She also discussed the Labor and Employment Educations Services (LEES), the labor education program of DOLE.

Atty. Abigail R. dela Rosa and Atty. Erwin C. Angeles, Mediator-Arbiters of BLR, gave a presentation on the Sole and Exclusive Bargaining Agent (SEBA) certification and the conduct of Certification Election (CE), respectively.

The participants also went through hands-on training such as processing of applications for WODP training and scholarship, updating of union registration, developing of information, and communication (IEC) materials, preparation for the conduct of CE. They also observed actual conciliation-mediation proceedings at the National Conciliation and Mediation Board-National Capital Region (NCMB-NCR).

BLR Dir. Benjo Santos M. Benavidez advised the LR focal persons to take the opportunity to learn and enhance their knowledge and skills towards efficient and effective implementation of labor relations programs and policies.
