The Bureau of Labor Relations (BLR) organized a learning session on Liquidation, Reimbursement processes, and Government Accounting Rules and Regulations on March 03, 2023, at the BLR Conference Room, BF Condominium, Solana Street Intramuros Manila.

Objectively, the learning session was organized to capacitate the new employees and to re-orient the staff and personnel of the Bureau on matters relating to Government Accounting Rules and Procedures to further improve efficiency and effectiveness in the implementation and management of BLR programs through prudent use and management of fiscal resources as the Bureau implements its programs, projects, and activities every year in accordance with the approved allocations under the national budget.

 

 

The learning session was carried out through discussions with the subject matter experts from the DOLE Accounting Division. The Chief Accountant of this Department, Mr. Jose B. Galano discussed the Guidelines on the Processing of Claims, Disbursement of public funds, Liquidation procedures, and pertinent COA Circulars as well as the legal basis of disallowances. Ms. Nadja R. Cosain discussed further the Guidelines on the Grant of Cash advances under COA Circular 97-002 and other accounting protocols and Mr. Adrian K. Jimenez tackled the Rates of expenses and allowances for local and foreign travels of government personnel.

After the extensive lectures of the said resource speakers, an open forum followed. Contentious accounting issues and concerns particularly on disbursements, liquidation, and reimbursement processes were raised and were promptly addressed and clarified by the resource speakers. Matters relating to auditing rules and COA issuances were also threshed out to guide the BLR staff and personnel in the processing of liquidation and disbursements, and further ensure regularity in the allocation and utilization of the fiscal resources of the government so as to prevent possible disallowances on the Bureau’s implementation of its programs and projects as well as in the acquisitions of office materials, tools, facilities, and equipment.

The learning session was an insightful guide for the BLR staff and personnel in the efficient allocation and utilization of the government’s fiscal resources as the Bureau is carrying out its mandate to promote the workers’ right to self-organization, strengthen tripartism and social dialogue as cornerstones of workers’ empowerment, and uphold industrial peace through amicable labor-management relations.

 

 

The said activity ended in the afternoon of the same day with the presentation of certificates of appreciation and tokens of gratitude to the resource speakers.
