The Department of Labor and Employment-Human Resource Development Service (DOLE-HRDS) conducted a three-day orientation for DOLE’s newly-hired employees at the DOLE Command Center on March 15-17, 2023.
The activity seeks to capacitate our newly-hired employees with the different programs and mandates of DOLE’s services and bureaus.
Out of the forty-three (43) attendees of the training from different DOLE Services and Bureaus, four (4) Bureau of Labor Relations (BLR) rookies were present during the orientation; Mr. Charlie G. Rivas Jr., LEO III, Mr. Mikhail Rei Tigno, LEO III, Mr. Joseph C. Evangelista, Statistician II, and Ms. Celine D. Galdones, Admin Aide VI.
Atty. Abigail R. Dela Rosa, Mediator-Arbiter, one of the discussants, presented the BLR’s flagship/core programs and services. She emphasizes the Bureau’s function to resolve original and appealed cases and reiterates the distinction between the functions of BLR and the DOLE Regional Offices’ Mediator-Arbiter (Med-Arb), given that Regional Med-Arbs must sign their orders, whereas Med-Arbs from the BLR, drafts the order for approval by the Bureau Director for original cases and regional cases appealed to the Bureau, and the DOLE Secretary, for BLR cases appealed to OSEC.
The orientation ended with a post-test, awarding of certificates, and a closing message from the DOLE Assistant Secretary for General Administration and Support to Operations Cluster, Mr. Warren M. Miclat.
