Before the first quarter of 2023 ended, the Union Registration and Worker’s Empowerment Division (URWED) of the Bureau of Labor Relations successfully processed the application of two (2) workers’ associations (operating in more than one region) that are in pursuit to acquire legitimacy of their unity.
That is in accordance with Department Order no. 40-03, as amended, “Legitimate Workers’ Association” refers to an association of workers organized for mutual aid and protection of its members or for any legitimate purpose other than collective bargaining registered with the Department by Rule III, Sections 2-C and 2-D of these Rules.

The “MIGRANTE PHILIPPINES” is an association representing Overseas Filipino Workers (OFW) and their families. Consisting of thirty-seven (37) members operating from the regions of the National Capital Region (NCR) and Region IV (CALABARZON). MIGRANTE Philippines is the second registered OFW Workers’ Association operating in more than one region.
“CONCERNED SEAFARERS OF THE PHILIPPINES (CSP)” is an organization that unites to establish a representation of Overseas and Local Filipino Seafarers. Comprising of forty (40) members from the regions of National Capital Region (NCR) and Region VII (Central Visayas). CSP is the third Seafarer Worker’s Association to be registered in the Bureau of Labor Relations since September 2017.
They are now among the sixty-eight (68) registered workers’ associations operating in more than one region nationwide.
In addition, Legitimate Worker’s Associations could qualify and avail of different BLR Programs like the Workers Organization Development Program (WODP), a skills training and scholarship program, and Labor Employment and Education Services (LEES), an educational online platform that have informative modules about labor and employment which could be accessed via eLearning Portal of DOLE.
